ZETDC To Increase Electricity Tariffis Slightly

The ZETDC has applied for an increase of electricity tariffs for 2023 by US0.02C/KWH.This means that the tariffs will increase from ZW$137 (current cost) per kWh to ZW$147 per kWh. The application, to the Zimbabwe Energy and Regulatoing Authority, quotes a lot of reasons for the desired increase, although the cost of energy is rising as a percentage of Zimbabwe`s electricity coming from the cheaper Kariba hydro power continues to fall.

This increase is said to have a positive impact on the economic outlook. These impacts include:

i. Funding of projects like maintenance

ii. Maintaining constant power supplies

iii. Create capacity to support economic growth

iv. Rehabilitation of transmission and distribution network

v. Servicing of the loan for Hwange units 7 and 8 and refurbishing units 1 to 6

vi. To enable the utility to raise the revenue required for service provision in 2023

vii. To cover costs for purchase of electricity, operations and maintenance, regulatory costs research and development costs and general admin costs.


Thermal stations have significantly higher operating costs than hydro stations, since they have to buy their fuel while hydro stations get theirs for free. ZESA does not use a flat tariff like it used to. Instead, they use a stepped tariff. What this means is that the first few units you buy are cheaper. So the first 50 units you buy each month attract a charge of $146.50 ZWL per unit. The next 51-100 units are charged a rate of $293.40 ZWL. The idea is to make sure those who are poor can afford electricity but also make sure that those who use a lot of electricity pay more. So the more you use the more expensive the electricity becomes. Each month a buyer gets 400 kWh you can buy at a discounted rate.
