Government and civil servant negotiators met in Harare for the National Joint Negotiating Council, which resulted in the advancement policy being reactivated. Under the advancement policy, Government commits to pay civil servants in accordance with their educational qualifications, professional experience, and seniority.
Under the advancement policy, civil servants will be getting pay rises as they obtain higher qualifications, demonstrate satisfactory performance and as they increase their years of service. Civil servants will therefore be paid salaries that reflect their advancement and placement within their grades with effect from January 2023.
The Public Service Commission embarked on and finalized the placement of all civil servants in their respective grades by end of December 2022. To ensure no beneficiary is left behind, heads of ministries have soon began to gather all relevant higher qualifications obtained by civil servants. The documents are being submitted to the Public Service Commission and the exercise should be completed by March 31, 2023.
This policy will result in more skilled and productive civil servants. This will also result in a significant gap of the salary difference between grades. Government institutions will also be able to retain their staff through this policy, as this also serves as way of incentivizing employees. Recognizing employees for their dedication to work is great way to retain them.
